EXECUTIVE SUMMARY
The Kuntaw Unified Martial-Sports Advocates (KUMASA) Inc. is a Non-profit, non-stock sports organization and recognized by the government under Security Exchange Commission (SEC) Registration No. 201711868, Manila, Philippines.
· KUMASA was established in 2015 originated and founded by LAKAN DATU CARLITO “Noy” CALIXTRO, 7th Degree, Red, White Red belt - the 4th highest attainable rank in the ancient art of Kuntaw.
· KUMASA is the only unarmed “FMA” Filipino Martial Arts qualified in Municipal Meet in Taytay, Rizal supported by the local government unit (LGU) under the administration of Hon. Mayor George Ricardo “Joric” Gacula, II.
· KUMASA have existing chapters nationwide as “umbrella” or mother organization of some local Karate organization like the Mindanao Judo-Ju-jitsu Karate Association of Asia (MIJJUKA).
· Currently, the Kuntaw Unified Martial-Sports advocates (KUMASA) Inc. Main Headquarters located in Block 55 Road 69 Damayan, Floodway B. Brgy San Juan, Taytay, Rizal.
The Kuntaw Unified Martial-Sports Advocates (KUMASA) Inc. forefront of advocating R.A. 9850 known as “indigenous Filipino Martial Arts advocating, preserving and propagating as national treasure and pride.
The Kuntaw Unified Martial-Sports Advocates (KUMASA) Inc. is a “combative-sport” of Rizal Police Provincial Office (RPPO) at Camp Gen. Licerio I. Geronimo, Cabrera Road, Brgy Dolores, Taytay, Rizal.
The Kuntaw Unified Martial-Sports Advocates (KUMASA) Inc. have an existing and regular training in the Department of Education (DEPED) Division of Rizal with an integral national program the Streetwise Enhancement Program and Advocacy (SEPA) “enhancing community protecting lives and dignity”.
Currently, Kuntaw Unified Martial-Sports Advocates (KUMASA) Inc. over 100-official athletes ready for competitions the “Goodwill Games and Wildcard Championship” in making of world class athletes.
The KUMASA have a linkage in academe, law enforcement, local government unit (LGU) and private institutions offered a “Reality-based Street Self-defense” and identity control against modus-operandi.

I. STATEMENT OF PURPOSE
We make our training programs safest, acceptable and sports-friendly to empower members achieve lasting martial-sports with the end-goal of nation-building.
1.1 VISION
A Unified “Martial-sport” membership community for competitive sports empowerment to foster a caring, just and responsible organization towards nation-building.
1.2 MISSION:
Create an integrated and competitive “martial-sport” for training and network opportunities from shared ideas, support and uplift the overall quality of competitive sport and for “FMA” advocacies, both local and abroad.
1.3 CORE VALUES:
“Competitive Martial-Sport” as a common bond Solidarity, Integrity, Good Citizenship, Innovation & Care.

To promote “Filipino Martial Arts”;
To Improve competitive martial-sport;

II. TERMS OF REFERENCE (TOR)
1. CONCEPT OF TRAINING:
1.1 An school-based free training programs (Saturdays only/1 hour per session) at public schools/Elementary & High-school level.
1.2. Significance of FMA-Filipino Martial Art today as martial-sports in national DEPED.
1.3. The training program was officially conducted by KUMASA’s certified instructors.
1.4. “NO COLLECTION POLICY”
2. SELECTION OF COMPETITORS/ATHLETES:
2.1. Competitors/athletes was duly draft from public schools/elementary & high school level.
Elementary Level: By grade level & age bracket from grade 2 to 6
High-school Level: By weight, age & height considerations.
2.2 The competitors/athletes are categorized by “Novice & Advance class”.
Novice is white & yellow belt, and Advance class are green & blue belt.
3. CONTINUITY OF TRAINING AND COMPETITION:
3.1. Kuntaw Martial-sports free training is a long term school-based program solely organized by Kuntaw Unified martial-Sports Advocates (KUMASA) with semi-annual and annual rated competitions - the Wildcard & Goodwill Games which equivalent of municipal-to-provincial meet & regional-to-national regular games of DEPED.
3.2. The rules was KUMASA-DEPED series 2017, safest, acceptable and child-friendly martial-sports in grassroots level by making of young Filipino “world class athletes”.
4. MEDALS AND AWARDS
4.1. Medals (Gold, Silver & Bronze) granted/awarded to Duelo/Sparring & Anyo/Form winning competitors.
5. UNIFORMS, SAFETY GEARS & OTHER SAFETY PRECAUTION:
5.1. KUMASA athlete’s uniforms are exclusively distributed only from KUMASA national headquarters to insure the standard and quality thereof.
5.2. Head gears, body armors, groin protector & mitts will be issued by the KUMASA national headquarters.
5. 3. Athletes & coaches must strictly adhere to abide the tournament rules and regulations to avoid sanction/penalties and/or disqualification in the events.
6. TRAINING, COMPETITIONS AND ACCREDITATIONS OF COACHES AND TOURNAMENT OFFICIALS:
6.1. The KUMASA national headquarters is the only authorized body to conduct seminars/clinic which officially participated by DEPED-assigned/selected teachers and maximum of 3-days intensive martial-sports seminars.

TRAINING SYLLABUS FOR RANK/BELT
KUMASA utilize a system of 6 coloured grades (arm sashes) up to black. Depending on how hard and regularly the students to train, “black belt” level can reach around 2 to 3 years after commencing training. It was precisely the level of training [expertise] that could be achieved while training consistently and hard over the course of instruction. The system allows instructors to make sure students get balanced coverage between “competitive and combative” aspects and provide motivation for students to concentrate on different core skills as they progress. Achievement of black indicates the authority to teach Kuntaw Martial-Sports, competence in a wide-range of self-defense , relevant skills and the basis for building a gym globally.

VI. KUMASA-DEPED TOURNAMENT RULES
Organized & Sanctioned by:
Kuntaw Unified Martial-Sports Advocates (KUMASA)
1. COMPETITION AREA: must flat and devoid of hazard (36 pcs of rubber matting is ideal for the Laban (sparring) & Anyo (form) competition. It is highlighted by the side by blue or red color.
2. OFFICIATING PANEL: is composed of tournament director, arbiter, timer, recorder, ring spotter, head referee, assistant referee. The competition area must monitor with video recorder opposite in the position of ring spotter.
3. COMPETITIORS & DURATION OF BOUT/MATCH: will be positioned in the neutral line and the head referee at the center which opposite to the assistant referee.
Ø Local Competition (municipal & provincial) – two (2) minutes per bout/match
Ø Regional Competition (regional & national) – three (3) minutes per bout/match
4. MECHANICS OF THE MATCHES (Sparring & form) :

6. POINT(S) SCORING AREA & DEMIRIT: is characterized by point system (all body shot only) in which a contestant landed a ”legal techniques” shall be awarded by point(s) immediately.
a. Techniques: reversed punch & launched punch, frontal kick, round house, back kick (trust & wild), running trust, side kick considered as one (1) point. Sweeping (inside, outside, hook & whirling) with great balance and concentration considered as three (3) point. Scooping with follow-up and great concentration automatically declared winner.
Scoring Area: all strikes must in good form through the body, side & back of the body.
b. Demerit: Strikes to the head, back of the head, vital point (e.g. throat, groin, eyes). Intentional and excessive use of force is automatically disqualified or D.Q. All out of form strikes shall considered demerit.
7. CRITERIA FOR DECISION : ABC Judgment for Laban (sparring) & Anyo (form) competition is awarded when the techniques are performed/executes properly to the following criteria:
1. ACCURACY – delivering a technique at the precise distance.
2. BALANCE – fighting awareness and observation potentially to counter-attack.
3. CONCENTRATION – sporting attitude, great concentration and calmness.
Ø No Draw and/or One (1) killing blow in every match.
Ø All D.Q. or disqualifications are subject for filtering. Controversial decision may be able to revise the decision to maintain the integrity of the games.

8. INJURIES AND ACCIDENT OF THE COMPETITION :
a. Forfeiture (suko) is the decision is given when the contestant refuse to continue or abandon the matches/bout.
b. If the contestant injured/suffering injuries and unable to continue, the decision for the winning athlete will be granted to the aggressive or “capable to win”.
